Is there anyway to make an atheistic state in Civilization IV?

Basically, is there anyway to stop your civilization from gaining a religion. I know you could avoid signing open borders agreements with nations to stop their missionaries, but cities with no religion tend to quickly adopt the religion of the nearest city that has one (regardless of which CIV it belongs to). Is there a way to absolutely prevent religion in your empire with just destroying your own cities over and over?Is there anyway to make an atheistic state in Civilization IV?
Yes, there is one way to guarantee control over the religious condition of any city.

Press %26lt;Ctrl-W%26gt;, to open World Builder. You will see a menu in the upper right corner of your screen. One of the options is Edit City Mode Menu. Click on it. Next, select any of your cities, and click on it to open the World Builder Edit Control menu for that city, which will appear in the middle of your screen. You will see icons for each of the religions (Judaism, Christianity, Islam, Hinduism, Buddhism, Confusianism, and Taoism). You can toggle each of the seven world religions on or off here for the selected city. If you want to add any of the religions, highlight the icon for a religion, and click on it. If you want to remove any religion, highlight its icon, and click on it. Whenever a religion is added to any of your cities via missionary diffusion, use this procedure to remove the religion. By using this procedure at any time, you can add or remove any or all religions from each of your cities individually. Is there anyway to make an atheistic state in Civilization IV?
Keep your state religion to none, and change your civics to Theocracy, because it prevents the spread of non-state religions. Only thing is you'll need the Theology tech to enable Theocracy, unless you're completely isolated, some religion would have spread into some of your cities.
