I cannot figure this out! Does it have to be a certain boat? Can anyone get on a boat, or just certain people? It's not very clear in the game.

Only certain naval units allow you to carry people, and some of these units only allow you to carry certain people. For example, the submarine only allows you to carry a scout, explorer, missionary, spy, and great people. The transport, on the other hand, allows you to carry anything, but only up to 4 units.How do you load people on a boat in Civilization IV?
anybody can get on except other boats and planes just make sure your boat is right against the shore and make your guys go to the boat if it won't let you do that then i don't know????
